The Tubbataha Protected Area Management Board (TPAMB) consists of 21 members drawn from national and local government, NGOs, academia, and the private sector, with the Department of Environment and Natural Resources (DENR) and the Palawan Council for Sustainable Development (PCSD) serving as co-chairs. Its primary role is as the sole policy-making and permit-granting authority for the area. The Executive Committee (EXECOM) of the TPAMB, comprising 10 of its members, is tasked with deciding on operational matters and executing tasks assigned by the TPAMB. Additionally, the Tubbataha Adjudication Board (TAB), also formed from 10 TPAMB members, is responsible for hearing and resolving administrative cases.
