Fund Sources

Tubbataha Reefs Natural Park (TRNP) is run with financial assistance from a range of sources.

Conservation fees paid by visitors are the chief source of funding, providing 54% percent of the annual budget.

Grants from NGO’s and the private sector make up 32% of the budget.  Also called restricted funds, these resources are earmarked for specific activities and projects:

  • Petron funded the purchase of embedment mooring equipment

  • Conservation International-Philippines funded seabird banding

  • The UNESCO-World Heritage Centre provided research funds

  • The Pilipinas Shell Foundation, Inc., social arm of Shell companies in the Philippines, provided funds for education and awareness initiatives, and

  • Jaeger LeCoultre, a Swiss luxury watch maker, provided funds for the purchase of a radar including its power system in TRNP.

Over the past five years, 14 percent of management expenditures have been provided by the Provincial Government of Palawan. These government funds have been used for personnel salaries, fuel and enforcement equipment.

Funds from all sources are deposited in the TRNP Trust Fund, administered by the Tubbataha Protected Area Management Board.


Expenditures: How Conservation Fees Are Spent

The bulk of expenditures go to field operations. Personnel salaries follow closely, as the Tubbataha Management Office employs 12 full time staff.

Although reef research and monitoring are costly activities, they were allocated only 4% of funds from the conservation fee as WWF-Philippines, the UNESCO-World Heritage Centre, the Global Mala Project and other partners contributed towards research costs. Conservation awareness activities were covered by Pilipinas Shell Foundation, Inc., and Conservation International-Philippines with help from other partners.
